Under the direct supervision of the Program Manager, responsible for educating the community about HIV and other sexual transmitted diseases.  As well as provide referrals for counseling and testing. Assist with the ongoing HIV education workshops offered at VIP.  Work as a member of the Outreach Team. Inform the community about the services VIP offers.

Lead group activities and group therapy.   

  • Certified Alcoholism and Substance Abuse Counselor (CASAC) preferred or, Bachelor’s degree with 1-2 years related experience, or Associate degree with 2-4 years related experience, or High School Diploma/equivalency with 4 plus years related experience.
  • Minimum of 1 year experience working with the substance abuse population.

POSITION: Chief Financial Officer

Functional Responsibilities

The CFO provides leadership, direction and management to the Agency’s financial plans and practices, including accounting, budget, contracting and reporting activities. Works closely with the COO to assess business risks and develop procedures to ensure the agenncy is meeting its fiduciary responsibilities.  Plans, develops and implements financial/accounting system controls and standards organization-wide.  Ensures timely production of financial and statistical reports for management and/or Board use.  Provides direction to team of accounting and administrative support professionals.  Maintains appropriate relationship with Board members, senior management team, external auditors, financial entities, funders and vendors.  Provides guidance on all accounting, NYS Consolidated Fiscal Reporting and GAAP related issues, insuring compliance with all applicable rules, regulations and contracting requirements.

Responsibilities

The CFO’s main mission is to design and oversee structures and systems that will provide the agency, its COO, and the CEO/Board with information concerning the overall strategic performance of the agency.  The officer will carry out this mission through oversight of the functions reporting directly to him/her, and by analysis of the information being generated by each function to provide ongoing streams of performance-oriented information of use to the agency’s senior officers.  The duties include the following:

  • Manage the above functions to maximize the organizations objectives
  • Implement and administer financial policies adopted by the Board
  • Identify and implement a new accounting software and reporting system
  • Develop sound financial and organizational plans and initiate improvements
  • Oversee development of operational, program and capital budgets
  • Monitor financial performance and take corrective action as required
  • Together with the COO assess cost effectiveness and negotiate government and agency contracts
  • Manages procurement practices
  • Risk Management including insurance considerations
  • Regulatory, compliance and financial audits
  • Banking relationships and manage debt covenant requirements
  • Develop and oversee a cash forecasting system
  • Support the COO and CEO in Strategic Plan Implementation
  • Together with the Development Officer establish fund raising goals and segregation of accounting and reporting

 

Qualifications

The candidate will have 10 to 20 or more years in social service or government contracted program financial and operational management in New York State together with business unit financial performance responsibility in the not for profit sector.
